Elpis Corporation (エルピスコーポレーション Erupisu Kōporēshon?) is a private military company and security contractor established a year after the Sky Wall Disaster. Lead by its CEO, Kaguya Kozuki; the organization serves as an anti-war resistance to avert the ongoing war for the Pandora Box.
However, the organization's objective in stopping the war between the three nations is merely a front to undermine the three governments in order for Kaguya to obtain Pandora Box as her own. In addition, it's also revealed that Foundation X is secretly collaborating with the organization in secrecy. The Merged Worlds, part 2
Appearance[]
All members of Elpis Corporation wear white business suits, similar to those of Foundation X from Kamen Rider W (see below). Their Guardians are also white to distinguish them from the Guardians used by the Touto government and Faust.

Concept[]
Elpis Corporation is seemingly based on Foundation X that first appeared in Kamen Rider W, as both profit-oriented organizations who engage in illegal projects with phenomenal energetic potentials. Interestingly enough, as revealed in episode 142, Foundation X sponsored Elpis Corporation in secrecy, much like how Namba Heavy Industries collaborated with Faust.
Etymology[]
Keeping with the parallels to Pandora Box in Kamen Rider Build, Elpis is the personification and spirit of hope (usually seen as an extension to suffering by the Greek, not as a god). In Hesiod's Works and Days, Elpis was the last item in Pandora's box (or jar). Based on Hesiod's description, the debate is still alive to determine if Elpis was only hope, or more generally expectation. This is fitting to reflect the company's CEO being an amoral peacekeeper.

- Keeping the fact that Elpis's CEO is based on Ragyō Kiryūin as well her former secretary is to Rei Hōōmaru, Elpis Corporation in general is a reference to Revocs Corporation from Kill La Kill. Both are companies run by the main antagonist possessing a good reputation to the public, all while carrying out sinister plans behind closed doors.
